Itinutulak ngayon sa Kamara na alisin sa mga maaaring makabenepisyo sa Good Conduct Time Allowance (GCTA) Law ang mga nasentensyahan dahil sa heinous crimes.
Sa ilalim ng House Bill 4649 nina Davao City Representative Paolo Duterte at Benguet Representative Eric Yap, aamyendahan ang RA 10592 o GCTA Law upang malinaw na mailatag kung sino lang ang mga maaaring mabawasan ang sentensya.
Aatasan dito ang Department of Justice (DOJ) na gumawa ng malinaw na pamantayan na gagamitin ng Bureau of Corrections (BuCor), Bureau of Jail Management and Penology (BJMP), at warden ng provincial, district o city jail sa pagbibigay ng credit sa mga preso.
Salig sa GCTA Law ang mga Persons Deprived of Liberty (PDL) na may good conduct o mabuting pag-uugali habang nakapiit ay maaaring mabawasan ang panahon ng sentensya o pagkakakulong.
βThe spirit of RA 10592, which revised the computation of the good conduct time allowance for persons deprived of liberty, is justice with mercy. However, it should only benefit those who deserve itβthose who have been reformed and are ready to be reintegrated into the society without posing a threat,β paliwanag ng mga mambabatas.
Kung matatandaan, naging kontrobersyal ang naturang batas noong 2019 dahil sa pagkakalaya ng halos 2,000 na heinous crime convicts.
Kasama sa itinuturing na heinous crimes ang murder, infanticide, kidnapping, serious illegal detention, robbery with violence, destructive arson, panggagahasa, at pag-angkat, pagbebenta at paggawa ng iligal na droga. | ulat ni Kathleen Jean Forbes
