Sa botong 304-4-0 ay tuluyang nang pinagtibay ang isa sa mga LEDAC priority measure ng Marcos Jr. Administration.

Sa ilalim ng House Bill 7325 o Magna Carta of Seafarers, sisiguruhin ang proteksyon ng seafarers tulad ng pagkakaroon ng proper work condition, pantay at patas na employment terms at sapat na career opportunity.

Nakapaloob sa panukala ang pagkakaroon ng isang standard employment contract, na naglalaman ng terms and conditions ng employment na aprubado ng Department of Migrant Workers at sumusunod sa probisyon ng 2006 Maritime Labor Convention.

Bibigyan din ang mga seafarer ng “green lane” o exemption pagdating sa anumang travel-related o health-related movement restrictions.

Ang maritime higher education institutions na nag-aalok ng maritime degree programs gaya ng Bachelor of Science in Maritime Transportation (BSMT) at Bachelor of Science in Maritime Engineering (BSMarE) ay kailangang magkaroon ng sariling training ships.

Maaari din naman silang pumasok sa kasunduan sa local o international shipping companies, shipowners, o manning agencies para sa shipboard training ng mga estudyante.

Bilang protesksyon naman sa mga seafarer na may inihaing kaso laban sa employer, anumang additional grant na makukuha oras na manalo sa kaso ay ipapasok sa escrow.

Sakali naman na nais pa rin itong kunin ng seafarer bago pa magbaba ng final decision ang Court of Appeals o Supreme Court ay maaari itong mag-isyu ng bond.

* Relevant information;

* Free legal representation;

* Appropriate grievance mechanism;

* Access to communication;

* Fair treatment in the event of a maritime accident;

* Fair medical assessment.
