Malaki ang pasasalamat ng mga mambabatas sa suportang natanggap para maipasa sa ikalawang pagbasa ang House Bill 7325 o Magna Carta of Seafarers.

Nilalayon nitong tugunan ang mga problemang kinakaharap ng maritime higher educational institutions pagdating sa shipboard training ng kanilang mga kadete.

Gayundin ay paraan ito para makasunod ang Pilipinas sa itinatakda ng International Convention on Standards of Training, Certification and Watchkeeping (STCW Convention).

Ayon kay House Committee on Overseas Workers Affairs Chair Ron Salo, sa susunod na linggo ay maaaring maaprubahan na ito sa ikatlong pagbasa.

Paalala ni Salo, hindi lamang ito bilang proteksyon para sa mga Pinoy seafarer, paraan din ito upang mapalakas ang maritime industry ng bansa.

Sa ilalim ng panukala, sisiguruhin ang proteksyon ng seafarers tulad ng pagkakaroon ng proper work condition, pantay at patas na employment terms, at sapat na career opportunity.

Magkakaroon ng isang standard employment contract na naglalaman ng terms and conditions ng employment na aprubado ng Department of Migrant Workers at sumusunod sa probisyon ng 2006 Maritime Labor Convention.

Ipinapanukala rin na bigyan sila ng β€œgreen lane” o exemption pagdating sa anumang travel-related o health-related movement restrictions.

Ang lahat ng maritime higher education institutions na nag-aalok ng maritime degree programs ay inaatasan na magkaroon ng sariling training ships o pumasok sa kasunduan sa mga lokal o international shipping companies, shipowners, o manning agencies para sa shipboard training ng mga estudyante.

Bibigyan din ang mga seafarer ng educational advancement at training sa abot kayang halaga.
