QuadComm, isinasapinal ang partial committee report ukol sa imbestigasyon sa EJK

Tinatapos na ng House Quad Committee ang partial committee report nito patungkol sa kanilang imbestigasyon sa extra judicial killings (EJK) noong ipatupad ang war on drugs ng nakaraang administrasyon.

Ayon kay Quad Comm over-all chair Robert Ace Barbers, ang inuna nila ay ang partial committee report para sa EJK dahil ito ang mayroon nang sapat na mga affidavit at testimoniya na maaaring magamit ng Department of Justice (DOJ), National Bureau of Investigation (NBI) at Ombudsman sa kanilang imbestigasyon at kalaunan ay pagsasampa ng reklamo.

“So yung partial committee report are the report na gagawin namin na sa aming palagay ay natalakay na ng gusto at sufficient na yung mga data and evidence para mailagay na namin sa committee report para umaksyon na yung ibang ahensya ng gobyerno. Kung DOJ yan o Office of the Ombudsman yan, isa-submit na namin ang mga reports na yan nang sag anon ay mag-umpisa na yung preliminary investigation nila.” Sabi ni Barbers.

Kasama aniya sa partial committee report na ito ang mga testimoniya patungkol sa tatlong Chinese national na pinatay sa loob ng Davao Penal Colony at maaaring pati ang ilan sa mga isiniwalat ni dating Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma pati ang rekomendasyon ng pagsasampa nga kaso sa ilang personalidad.

“Halimbawa, yung tatlong Chinese drug lords na napatay sa loob ng DAPECOL. Yung nagbigay na testimonya ng dalawang suspect, umamin, meron silang mga nabanggit doon. Maaring yan ang laman ng aming report. Yung isa naman, etong kay Col. Garma na meron din siyang mga nabanggit at maaring maisama na rin namin yan sa partial committee report.” dagdag ni Barbers.

Sa paraang ito hindi na kailangan hintayin ng mga ahensya ng pamahalaan na matapos ang pag-dinig ng komite para magsimula sa pag-iimbestiga at pagsasampa ng mga kaso.

Paglilinaw naman ni Barbers na magtutuloy-tuloy pa rin ang pagtalakay ng QuadComm sa EJK.

“Kasi the partial committee report will now be the basis for DOJ or Office of the Ombudsman kung ito ay mga kawani ng gobyerno, na magsimula ng kanilang investigation na hindi nang kinakailangan maghintay pa na ma-terminate yung hearing o tapusin o mag-submit ng committee report. Kaya nga sinasubmit na namin ngayon partially but that doesn’t mean the committee hearing will stop.” Paliwanag pa niya. | ulat ni Kathleen Forbes
