Pasay City โ The Civil Aviation Authority of the Philippines (CAAP) expresses its deep appreciation to the Local Government Unit (LGU) of Tuguegarao for its efforts to collaborate and enact an ordinance regulating flying activities within the vicinity of Tuguegarao Airport.
Enacted on March 19, 2025, by the Sangguniang Panlungsod of Tuguegarao City, the ordinance addresses concerns related to kite flying, pigeon racing, drone operations, and the release of balloons in neighboring barangays near the airport.
According to the ordinance, kites, pigeons, drones, balloons, and other flying gadgets are prohibited within a 10-kilometer radius from the center of Tuguegarao City Airport. Violators will be subject to fines ranging from โฑ1,000 to โฑ5,000, depending on the number of offenses.
CAAP, through Area Manager Mary Sulyn Sagorsor of Area Center II, recognizes the importance of the ordinance in maintaining safe flight operations within Tuguegarao airspace.

Earlier this month, the Albay LGU also enacted a municipal ordinance banning the breeding, release, and commercial or personal care of pigeons within a three-kilometer radius of Bicol International Airport (BIA).
CAAP remains committed to coordinating with local government units and stakeholders to reinforce sustainable aviation safety measures that uphold the security and efficiency of flight operations in the regions.
