National Deep Fake Task Force, at National Hotline for Scam Reporting, binuo ng pamahalaan, upang palakasin ang laban sa pagkalat ng deep fakes, fake news

Lumikha na ng National Deep Fake Task Force ang pamahalaan upang labanan o sugpuin ang paglipana ng disinformation at fake news sa Pilipinas.

“So, we’re supposed to have a… promote industry standards, encourage and develop and deduction of industry standards for content creation and distribution including establishment of guidelines for transparency and labeling of manipulated media. Masyadong bastardized na ang ating social media and we have to address it – and this is one of the concrete actions we’re taking.” -Ramos.

Sa pinagsama-samang pwersa ito ng Presidential Communications Office (PCO), Cybercrime Investigation and Coordinating Center (CICC), Department of Information and Communications Technology (DICT), National Bureau of Investigation (NBI), at iba pang ahensiya ng pamahalaan.

“We would also want to have the support of the civil society initiatives by empowering civil society organizations working on media literacy, fact-checking and combating disinformation. Last month, we tested our tool that will be distribute to the stakeholders.” -Ramos.

Layunin ng kasunduan na itaguyod ang industry standards para sa content creation, kabilang ang mga guidelines para sa transparency sa impormasyong ibinabahagi sa social media.

“Ito ay isang tool na within 30 seconds puwede ninyo na ma-identify ang deepfake content. So, ito ho ay idi-distribute natin ‘no through an accreditation process. Hindi na ho natin isi-centralize ang pag-decide whether it’s deepfake or not, we would like to have a community standard for this, independent fact-checking na ibibigay natin sa civil society, okay.” -Ramos.

Sa press briefing sa Malacañang, sinabi ni CICC Usec Alex Ramos na bahagi ng inisyatibo ang paggamit ng isang application upang bigyan ng kakayahan ang stakeholders at iba pang accredited partners na tumukoy kung deep fake o hindi ang isang impormasyon na posted online.

“Ito po ay libre, okay. Right now, we are in the accreditation process. Nakipagkasundo na kami sa Comelec kasi ang unang tatamaan nito ay iyong eleksiyon natin. So, we have established certain dates for training on how to use it so all regions will have the capability.” -Ramos.

Ayon sa opisyal, mahalaga ang aksyong ito ng pamahalaan lalo na ngayong panahon ng eleksyon, upang maprotektahan ang integridad at kredibilidad ng 2025 elections.

“On top of this, mayroon kaming accreditation process for institutions like iyong mga stakeholders dito sa eleksiyon ‘no – PPCRV, NAMFREL, universities para magkaroon din sila ng capacity.” -Ramos.
