Nilinaw ni Quad Committee over-all chair Robert Ace Barbers na hindi magbibigay ng anumang dokumento ang komite sa International Criminal Court (ICC) kaugnay sa naging imbestigasyon nila sa extra judicial killings.
Sa gitna nito ng paglilitis kay dating Pangulong Rodrigo Duterte dahil sa crimes against humanity na iniuugnay sa madugong war on drugs ng kaniyang administrasyon.
Sabi ni Barbers hindi miyembro ng ICC ang Pilipinas kaniya hindi obligado ang komite na isumite ang mga dokumento at salaysay na kanilagn hawak.
Gayunman, ang mga impormasyon na bukas sa publiko gaya ng livestream videos ay maaari nilang gamitin.
“We’re not cooperating, we’re not coordinating and we’re not giving any information that was elicited from the QuadCom hearings. Because we are not a member of the ICC, therefore we’re not obliged. If they can access the records in the social media platforms, let them do it that way. But asking the participation of the QuadCom, I’m sorry, but we cannot because we’re not a member of the ICC,” sabi ni Barbers.
Dahil sa hindi rin tayo miyembro ng ICC ay hindi rin maaari maglabas ng subpoena para sa komite para sa naturang mga dokumento.
Nilinaw din ni Barbers na walang kaugnayan ang umiiral na contempt order ng komite laban kay Atty. Harry Roque sa pagiging legal counsel ni FPRRD.
Aniya ang contempt at detention order laban kay Roque ay dahil sa hindi niya pakikipagtulungan sa Quad Comm.
“Wala pa naman yung ICC, may contempt na siya. Wala pa naman yung ICC na issue. He was already ordered detained. Unfortunately, he was not in the country…He was cited in contempt because of his failure to cooperate and attend and honor the invitation or respect the invitation of the quad in the investigation in aid of legislation,” saad ng Quad Comm chair.
Dagdag pa niya na ang contempt order na ito ay mayroon lamang bisa sa Pilipinas at hindi maaaring ipatupad ng Interpol.
“Yung jurisdictional kasi yung contempt order ng House sa Pilipinas lang yun. I think Interpol will only come into the picture if there’s already a case or a case has already been decided or a warrant should be served to the person or to the suspect that is not within its jurisdiction,” paliwanag pa niya.
Hirit naman ni Barbers na dapat sagutin ng Bureau of Immigration kung paanong nakalabas ng bansa si Roque.
“I think we should already ask the Bureau of Immigration ano bang nangyari, isang bagaling yan? Kasi, I’m sure, gumamit ng passport niya pagdating niya dun sa Netherlands. Yung kanyang port of origin will definitely be reflected in his passport. So bakit hindi na inform ang Bureau of Immigration, tungkol siya, bakit walang action ang Bureau of Immigration?” giit ni Barbers. | ulat ni Kathleen Forbes
