Nanindigan ang dalawang mambabatas na nagsusulong sa Human Rights Defenders Protection Act (HRDPA) na hindi po-proteksyunan ng panukala ang mga terorista.

Ayon kay Albay 1st District Rep. Edcel Lagman, pangunahing may akda ng panuakala, mali ang paniwala ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) na lalo lamang darami ang communist-terrorist sa pagsasabatas ng panuakala.

Ang mga pahayag rin na ito ng NTF-ELCAC laban sa mga may-akda at sumusuporta sa panukala ang dahilan kung bakit mas lalong dapat isabatas ang HRDPA.

“The NTF-ELCAC’s hyperbolic assault of red-tagging the authors and supporters of HB No. 77, as well as authentic Human Rights Defenders (HRDs), is the best argument for the immediate enactment of the law protecting HRDs from the intimidation, harassment, and liquidation by agents of the State,” ani Lagman.

Ayon naman kay House Committee on Human Rights Chair Bienvenido “Benny” Abante, makatitiyak ang publiko at security force ng bansa na hindi magagamit ang HRDPA para makaiwas sa kaso ang mga terrorist group.

Malinaw din aniyang nakalatag sa panukala kung sino ang mga human rights defender.

Bilang pagtalima rin sa Anti-Terrorism Act of 2020, ang sinumang human rights defender na gagawa ng terrorist act o susuporta sa terrorist group ay otomatikong hindi na masasakop ng HRDPA.

Batid naman aniya nila ang alinalangan ng security sector at tiniyak na kaisa rin ang Kongreso sa pagprotekta sa taumbayan.

Ngunit ani Abante, naniniwala siya na kapag kapwa kinilala ang human rights at pagtiyak sa seguridad ng publiko ay mas mapapalakas ang demokrasya sa bansa.

This is why the House passed the Anti-Terrorism Act of 2020 in the 18th Congress, and why we continue to support initiatives intended to keep our people safe.
