Kung matatandaan, si Orbos ay naging executive secretary at kalihim ng Department of Transportation and Communications (DOTC) sa ilalim ng administrasyon ni dating Pangulong Corazon Aquino mula taong 1990 hanggang 1991.

Habang, itinalaga rin ni Pangulong Marcos sina dating PTV General Manager Katherine De Castro bilang Director General ng Philippine Information Agency (PIA), at Atty. Francis Carlo Taparan bilang Director IV ng National Printing Office (NPO).
