A Lower House panel on Monday approved a resolution pushing for amendments of the 1987 Constitution through a constitutional convention.
With 16 affirmative votes with three opposition and one abstention, the House committee on constitutional amendments agreed to push for charter change by electing delegates to a convention to tinker with the three-decade-old charter. The proponents said it is more expensive to hold but less prone to abuse.
