Sinimulan nang talakayin sa plenaryo ng Kamara ang Resolution of Both Houses No. 6.

Dito, ipinapanawagan ang pagdaraos ng β€œhybrid” Constitutional Convention o Con-Con para sa isinusulong na pag-amyenda sa 1987 Constitution.

Sa ilalim ng hybrid Con-con, may mga delegado na iboboto habang mayroon ding i-aappoint na pawang magmumula sa hanay ng mga eksperto gaya ng legal luminaries.

Sa sponsorship speech ni House Committee on Constitutional Amendments Chairman Rufus Rodriguez, ipinunto nito ang pangangailangan para amyendahan ang 1987 Constitution.

Iniiwasan kasi aniya ng foreign investors ang bansa dahil sa pagiging restrictive ng Konstitusyon.

Katunayan, ikatlo itong most restrictive constitution sa buong mundo habang pinaka-restrictive naman sa ASEAN.

β€œThe compelling reason is that this institution cannot turn its back from the truth and reality that the 1987 Constitution needs to be reviewed for it is the third most restrictive in the world and the most restrictive in ASEAN. Its inflexibility and restrictiveness hamper foreign direct investments (FDIs) to come in as much as they do in other countries.” paliwanag ni Rodriguez.

Idinagdag pa nito na bagama’t mayroon nang ipinasang amyenda sa ilang batas gaya ng Retail Trade Liberalization Act, Foreign Investment Act at Public Service Act ay nalilimitahan pa rin ng mahigpit nating Saligang Batas ang layunin nito.
