Risk management strategy, pinabubuo para sa agarang pagtugon sa epekto ng oil spill sa Mindoro

Umapela si Camarines Sur Representative LRay Villafuerte sa Department of Environment and Natural Resources (DENR) na kagyat na bumuo ng isang risk management strategy upang tugunan ang epekto ng oil spill sa Mindoro.

Ayon sa mambabatas, bagamat maaaring abutin lamang ng isang taon ang paglilinis sa tumagas na langis mula sa lumubog na MT Princess Empress, ay aabutin ng mas mahabang panahon para ayusin ang epekto nito sa kapaligiran, kalusugan, at ekonomiya.

Tinukoy nito na batay sa pagtaya ng University of the Philippines-Marine Science Institute (UP-MSI) maaaring maapektuhan ng oil spill ang nasa 20,000 ektarya ng coral reefs; 9,900 na ektarya ng mangroves; at 6,000 ektarya ng seagrass sa Oriental Mindoro, Occidental Mindoro, Antique, at Palawan.

Nababahala rin ang NUP president sa epekto ng oil spill sa kalusugan na maaaring magdulot ng hirap sa paghinga, pagkahilo, pagsusuka, masakit na lalamunan, eye irritation, at maging pagtatae.

Pinatitiyak naman ni Villafuerte na sampahan ng kaso ng national government at local government ang RDC Marine Services Inc, ang may-ari ng lumubog na barko dahil sa idinulot nitong polusyon sa dagat salig sa Republic Act (RA) 9275 o Philippine Clean Water Act of 2004; RA 9483 o Oil Pollution Compensation Act of 2007;” at RA 8550 o Philippine Fisheries Code of 1998.

Suportado naman ng kinatawan ang hakbang ng DENR na maging bahagi ng RP-US Balikatan Exercises ang paglilinis sa oil spill.

β€œAlongside taking the lead in speeding up the multisectoral cleanup drive to prevent the further spread of the oil slick believed to be the biggest in recent years, the DENR would do well to similarly fast-track its crafting of a mid-to-long-term risk management strategy to cushion the impact of the oil slick on marine biodiversity, the health and livelihoods of fishermen and other people in the affected coastal communities, and the tourism business in Oriental Mindoro and possibly as many as four or five more provinces,” ani Villafuerte. | ulat ni Kathleen Jean Forbes
