Walang permit to operate ang MT Princess Empress o ang barkong lumubog at naging sanhi ng oil spill sa Orinetal Mindoro.

Ito ang lumabas sa pagdinig ng Senate Committee on Environment, Natural Resources and Climate Change tungkol sa nangyaring oil spill.

Paliwanag ni Maritime Industry Authority (MARINA) Administrator Atty. Hernani Fabia, bagamaโ€™t may Certificate of Public Convenience (CPC) ang kumpanyang nagmamay-ari sa lumubog na barko ay hindi naman naamyendahan ang hawak nilang CPC para maisama ang MT Princess Empress.

Ayon kay Fabia, wala pa rin aniyang permit to operate ang naturang barko kaya dapat ay hindi ito napayagan na makapaglayag.

Kahit aniya sa provisional authority to operate ay wala pa rin ang naturang barko.

Kaugnay nito, sinabi ni Senadora Cynthia Villar na hindi na dapat asahan o ipangako ng may-ari ng MT Princess Empress ang isang bilyong dolyar na insurance claim nila para ipantulong sa mga apektado ng oil spill.

Giit ni Villar, tiyak na magkakaroon ng problema ang kumpanya sa pag-claim ng insurance dahil kulang sila ng dokumento, partikular ang ammended CPC at permit to operate ng barko.
