Sa pamamagitan ng viva voce voting ay pasado na sa ikalawang pagbasa sa Kamara ang House Bill 7240 o panukalang National Government Rightsizing Program (NGRP).
Ang naturang panukala na isa sa priority measures ng Marcos Jr. administration ay magsisilbing reform mechanism, upang mapagbuti ang institutional capacity ng pamahalaan sa pagpapaabot ng serbisyo sa publiko.
Sa ilalim nito ay bibigyang kapangyarihan ang Pangulo ng Pilipinas na gumawa ng pagbabago sa organizational structure ng mga ahensya, sa pamamagitan ng itatatag na Committee on Rightsizing.
Bubuuin ito ng Executive Secretary bilang Chair, kasama ang mga kalihim ng Department of Budget and Management, National Economic and Development Authority, Chair ng Civil Service Commission, at Director General ng Anti-Red Tape Authority.
Sasakupin ng NGRP ang lahat ng ahensya ng Executive Branch kasama ang departments, bureaus, offices, commissions, boards, councils at government-owned and controlled corporations.
Hindi obligado ngunit maaaring magpatupad ang Lehislatura, Judiciary, Constitutional Commissions at Office of the Ombudsman ng rightsizing salig sa guidelines ng batas, at ng Unified Position Classification and Compensation System.
Hindi naman kasama sa rightsizing ang teaching o teaching related positions sa elementarya, sekondarya technical vocational schools, state universities and colleges at non-chartered tertiary schools ; medical items sa mga ospital at iba pang medical facilities; at military o uniformed personnel sa Department of National Defense, Department of Interior and Local Government, Department of Transportation, Department of Environment and Natural Resources, at Department of Justice.
Ang mga empelyadong maaapektuhan ng NGRP ay bibigyan ng retirement benefits, separation incentives at retooling para sa posibleng reappointment o reemployment.
