Mandato ng LBP, DBP, kailangan tiyaking di malulusaw oras na magpatupad ng merger — House tax Chief

Bukas si House Ways and Means Committee Chair Joey Salceda sa itinutilak na merger ng Land Bank of the Philippines (LBP) at Development Bank of the Philippines (DBP).

Aniya ang hakbang na ito ay magpapatatag sa state-owned bank mula sa global shocks.

Magkagayunman, kailangan aniyang mailatag mabuti ng economic team sa isang panukalang batas kung paanong maipagpapatuloy pa rin ng LBP at DBP ang kaniya-kaniya nilang mandato.

“In principle, it’s a good idea to combine these banks to make them more resilient to global shocks. We just need to work out how they can continue to fulfill their respective mandates,” ani Salceda.

Paliwanag ng economist-solon, posible kasing ma-dilute o mabawasan ang mandato ng LBP na tumulong at magpautang sa mga magsasaka oras na matuloy ang merger.

“The condonation of ARB loans allows the Landbank significant organizational flexibility, and having one bigger government depository is generally good for cash consolidation among the national government and LGUs, but there are also concerns that the mandate of the LBP to lend to farmers could get diluted by the merger,” dagdag ng mambabatas.

Sa kasalukuyan, ang tanging panukala pa lamang na nakahain aniya sa Kamara ay ang pag-amyenda sa charter ng LBP upang mapataas ang capitalization nito.

Kailangan ani Salceda ng panukalang batas para maisulong ang merger.

“Yes, you need a law for that, since LBP has its own legislated charter with its own specific mandates. Currently, the legislative agenda is to revise the LBP charter to increase its capitalization and allow it to list,” paglilinaw ng kinatawan.  | ulat ni Kathleen Jean Forbes
