MUP pension reform, sisikaping maipasa ng Kamara bago ang sine die adjournment

Kabilang ang Military and Uniformed Personnel pension reform sa walong nalalabing LEDAC priority bills na target tapusin ng Kamara.

Ayon kay House Speaker Martin Romualdez, isa ang Unified System of Separation, Retirement and Pension for Uniformed Personnel Bill sa mga nais nilang pagtibayin bago ang sine die adjournment ng Kongreso.

“We are working double time to pass the remaining eight LEDAC measures and our own priority bills. We are confident of approving them on third and final reading before the sine die break,” saad ni Romualdez

Sa kasalukuyan, 12 panukala ang nakahain sa Kamara para sa MUP pension reform.

Kabilang dito ang House Bill 7 ni Romualdez at House Bill 667 ni Ways and Means Committee Chair Joey Salceda.

Kapwa isinusulong dito na gawing batayan ang inaprubahang panukala ng ad hoc committee noong 18th Congress.

Bahagi nito ang pagkakaroon ng ₱5,000 hanggang ₱20,000 na disability pension kapalit ng disability benefit

Magkakaroon na rin ng mandatory contribution kung saan maghahati ang MUP at national government.

Nasa 5% ang share ng MUP habang 16% naman ang sa gobyerno sa unang tatlong taon, magiging 7% at 14% ang hatian sa susunod na tatlong taon at 9% at 12% sa mga susunod na taon.

Magtatatag din ng isang MUP Trust Fund.

Nasa 45% ng trust fund ay ilalaan sa life insurance plan, 45% para sa provident fund at 10% para sa disability benefits

Lilimitahan din ang automatic indexation para sa pension at survivorship benefits at magkakaroon ng 5% na annual cap sa salary increase ng MUP sa loob ng susunod na 10 taon.

Ayon kay Salceda, sa ilalim 2023 National Budget, ₱141.06-billion ang nakalaan para sa MUP pension at inaasahan na tatataas pa ito ng hanggang 12% kada taon partikular dahil sa indexation.

“In the 2023 budget, the allocation for pensions of military and uniformed personnel amounted to 141.06 billion pesos. That is bound to increase every year by as much as 12%, depending on certain factors such as the longevity of retired personnel, the increase in new retirees, and most crucially, any increase in the salaries of military and uniformed personnel — due to indexation,” ani Salceda.

Una na nitong sinabi na kung hindi ito maaayos, pagsapit ng 2035, ay sakop na ng MUP pension ang two-thirds ng target deficit ng bansa na makaka-apekto sa kakayanan ng na mag-hire ng dagdag na sundalo at kagamitan.  | ulat ni Kathleen Jean Forbes
