Nanindigan ang ilang mambabatas na premature ang pag-apruba ng Kamara sa House Bill 7352 o implementing bill para sa Resolution of Both Houses No. 6 na nagpapatawag ng Constitutional Convention (Con-Con) para amyendahan ang Saligang Batas.
Ayon kay Liberal Party President at Albay 1st District Representative Edcel Lagman, mismong ang chairperson ng Committee on Constitutional Amendments na si CDO Representative Rufus Rodriguez ang nagsabi na hindi pa kumpleto, epektibo at maipatutupad ang RBH 6 hanggang hindi ito inaaprubahan ng Senado.
“No less than the Chairman of the sponsoring Committee on Constitutional Amendments admitted in plenary session that Resolution of Both Houses No. 6 is not yet complete, effective and implementable pending its approval by the Senate. Verily, the approval of the “Constitutional Convention Act”, which is entitled “An Act Implementing Resolution of Both Houses No. 6 of the Congress of the Philippines calling for a Constitutional Convention”, is patently precipitate and premature as there is nothing yet to be implemented,” ani Lagman.
Ganito rin ang posisyon ni Basilan Representative Mujiv Hataman.
Aniya, bakit kailangan madaliin ang pagpasa sa Con-Con Act gayong hindi rin naman ito maipatutupad dahil sa hindi pa ito ina-aksyunan ng Senado.
Katunayan, hindi nga aniya dapat pinagtibay ang implementing bill hanggat hindi pa naaaprubahan ng Senado ang RBH6.
“It is my position that we cannot approve an implementing law without a Resolution of Both Houses No. 6 to implement. So I vote NO to HB 7352. Although the House of Representatives has already approved RBH No. 6, the Senate has yet to take action on the measure. Ibig sabihin po nito, pending pa ang RBH No. 6 sa Senado. Why are we attempting to pass an implementing law for RBH 6 when, as it is right now, it is not yet “implementable,” so to speak, because it still lacks Senate approval?” paliwanag ni Hataman.
