‘Word war’ sa pagitan ng Senado at Kamara dahil sa Cha-Cha, dapat nang itigil — Cavite solon

Pinayuhan ni Cavite Representative Elpidio Barzaga Jr. ang liderato ng Kamara at Senado na mag-usap nang pribado at upuan ang isyu sa isinusulong na pag-amyenda sa Saligang Batas.

Ayon sa beteranong mambabatas, dapat ay kilalanin ng dalawang kapulugnan ang parliamentary courtesy imbes na magpalitan ng pahayag sa harap ng publiko.

Dagdag pa ni Barzaga, dapat ay pinagbotohan na muna ng Senado ang panukala bago sabihin na wala itong makukuhang suporta.

“Nagkakaroon tuloy ng word war between the Senate President and the Speaker (Martin Romualdez) and (House Committee on Constitutional Amendments) Chairman Rufus (Rodriguez), minsan nakakahiya, Dapat veteran legislators kami, kung ano man ang pinagkakaiba ng opinyon, settle privately,” saad ni Barzaga sa isang panayam.

Nag-ugat ang payo ni Barzaga matapos maglabas ng magkahiwalay ng pahayag si House Speaker Martin Romualdez at House Committee on Constitutional Amendments Chair Rufus Rodriguez bilang tugon sa pahayag ni Senate President Juan Miguel ‘Migz’ Zubiri.

Una rito ang mabilis umanong pagkakapasa ng panukalang Charter Change sa Kamara at ang hindi pa rin nailalabas na implementing guidelines ng tatlong economic bills na naipasa noon pang 18th Congress.

“Hindi namin kasalanan ‘yun (delay in the enforcement of the implementing guidelines of the three laws). Unfortunately now, masama kaagad ang insinuation ni Senate President Migz Zubiri kaya nag-reply na ang ating Speaker at si Chairman Rufus Rodriguez, kaya sinasabi namin kung minsan nakakahiya rin sa publiko. The heads of the chambers of the lawmaking body are quarelling before the public. The issuance of the implementing guidelines of the aforementioned three laws is the act of the executive independent of the action of the House and also of the Senate,” dagdag ni Barzaga.
