Ipinapanukala ngayon sa Mababang Kapulungan ng Kongreso ang pagtatag sa ‘National Food Highway’ upang mapalakas ang sektor ng agrikultura.
Sa ilalim ng House Bill 8197 o National Food Highway Act of 2023, na inihain nina House Speaker Martin Romualdez at TINGOG Party-list Representatives Yedda Romualdez at Jude Acidre, itatalaga ang Maharlika Highway o yung kahabaan ng Laoag City hanggang Zamboanga City bilang National Food Highway.
Ang National Food Highway ay isang integrated system ng mga daan at pasilidad para sa mas maayos na processing, storage, distribution at monitoring ng food products.
Sa paraang ito ay mas mapapabilis ang biyahe ng agri-products at perishable goods at mapapababa ang post-harvest losses ng mga magsasaka gayundin ang presyo ng bilihin para naman sa mga consumer.
Paraan din ito para ma-develop ang agri-tourism at iba pang agri-related business sa kahabaan ng Maharlika Highway.
“By designating the Maharlika Highway as the National Food Highway, the government can prioritize the use of this major road network for the transportation and distribution of agricultural products, particularly perishable goods. This will help reduce post-harvest losses, ensure food safety and quality, and promote fair pricing for both farmers and consumers,” saad sa explanatory note ng panukala.
Pagtutulungan ng Department of Agriculture (DA) at Department of Trade and Industry (DTI) ang pagtatayo ng processing at storage facilities sa mga lugar na sakop ng Maharlika Highway maliban sa pagbibigay ng technical assistance sa lokal na mga magsasaka sa tamang processing ng kanilang mga produkto.
Ang Department of Transportation (DOTr) katuwang ang Department of Public Works and Highways (DPWH) naman ang titiyak sa maayos at episyenteng road network, transportation at distribution system ng mga produkto.
Pagtutuunan naman ng Department of Health (DOH) ang food monitoring, food safety, at pagtalima sa food safety standards.
Habang ang mga local government units ay titiyaking mabilis na paglalabas ng kinakailangang mga permit para sa kinakailangang pasilidad sa kanilang lugar gayundin ay tumulong sa implementasyon ng National Food Highway.
