Isang Technical Working Group ang binuo ng House Committee on Basic Education and Culture upang balangkasin ang final version ng panukalang K-to-10 plus 2 program ni dating Pangulo at ngayon ay Pampanga Representative Gloria Macapagal Arroyo.
Ito’y matapos aprubahan ng komite ang House Bill 7893, in principle, kung saan ibabalik sa 10 taon ang basic education, habang magkakaroon naman ng “+2” years para sa mga nais tumuloy sa professional degree.
Ipinunto ni Pasig Representative Roman Romulo, chair ng komite, na ganito ang ipinapatupad na sistema sa Japan, Singapore, New Zealand, Australia, at Germany kung saan ang basic education ay hanggang siyam o 10 taon lamang at kapag ikaw ay magkokolehiyo, ay magdadagdag ng dalawang taong preparatory.
Paliwanag naman ni Deputy Speaker Arroyo, ang kaniyang panukala ay paraan din upang bigyang kalayaan ang Department of Education (DepEd) na magpatupad ng reporma sa K-to-12 program.
“The only, the main idea is to abolish the provisions of K-to-12 that will prevent the DepEd from doing further reforms because there are provisions that will prevent them from doing further reforms like dictating the three strands and so on. If we abolish those restrictive provisions, then DepEd can proceed to do whatever reforms it wants to do,” paliwanag ni DS Arroyo. | ulat ni Kathleen Jean Forbes
