Buwis mula sa sweetened beverages, junk food, maaaring gamitin para sa food stamp program

Iminungkahi ni House Ways and Means Committee Chair Joey Salceda sa economic managers na gamitin ang kita mula sa ipinapataw na buwis sa sweetened beverages pampondo sa planong ‘food stamp’ program ng DSWD.

Matatandaan na may alinlangan ang economic managers sa pagsusulong ng naturang programa dahil sa gastos.

Ani Salceda sa ilalim ng TRAIN Law, 30% ng sweetened tax beverages ay nakalaan dapat sa social measures na tutugon sa edukasyon, kalusugan at nutrisyon, at anti-hunger programs para sa mga nanay, sanggol, at kabataan.

At dahil sa hindi naipatupad ang probisyon ng TRAIN na pondohan ang mga programa para sa sugar farmers, maaaring ipasok na rin sila sa food stamp program.

“We were also not able to earmark programs for sugar farmers under the law. And we should have. That was part of the deal. So, I strongly suggest that if we are going to do this, let’s pilot it for poor sugar farmers,” ani Salceda.

Dahil dito, posible rin aniyang umusad na sa Kamara ang panukalang junk food tax upang pandagdag sa pondo ng programa.

“If you will earmark the revenues entirely for this program, I think junk food taxes also stand a chance in Congress. So, it has to be a DOH-DA-DSWD effort, with the economic managers guiding us about funding,” dagdag ng mambabatas. | ulat ni Kathleen Jean Forbes
