Ikinalugod ni House Senior Deputy Minority leader at Northern Samar 1st district Rep. Paul Daza ang paglalabas ng Omnibus guidelines para sa RA 11642 o Domestic Administrative Adoption and Alternative Child Care Act.

Sa ilalim ng batas, magiging administrative proceeding na lamang ang lahat ng pag-aampon, kamag-anak man o hindi (non-relative, relative within 4th degree of consanguinity or affinity and cases of adult adoption).

Bibigyang kapangyarihan na kasi nito ang DSWD na maglabas ng adoption creed nang hindi na kailangan pa ng court proceeding na dagdag gastos lang sa mga adoptive parents.

“Through RA 11642, we are correcting age-old problems in adoption—which typically took years to resolve. The previous law, RA 8552 (Domestic Adoption Act of 1998), required a set of procedures—while founded on good intents—that often lead to emotional and financial strains on parties involved, not to mention clogging of cases in courts,” saad ni Daza.

Nakapaloob din sa batas ang ‘adoption telling’ o pagtatapat na ampon ang isang bata.

Kaakibat din nito ang pagbabawal sa labeling, shaming, bullying at iba pang uri ng diskriminasyon sa mga batang inampon.

Diin ni Daza, hindi lang ito basta pagpapabilis sa proseso ng adoption dahil ang tunay nitong layunin ay masigurong may ligtas at maarugang pamilyang tatanggap sa mga bata.
