Procurement process sa pamahalaan, naisa ibaba sa 27 araw mula sa kasalukuyang 72 araw

Itinutulak ni Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr. na ibaba sa 27 araw ang kasalukuyang 72 araw na procurement process ng gobyerno.

Nakapaloob ito sa inihain niyang House Bill 7944 o “Ang Bagong Pilipinas Government Procurement Reform Act.”

Para sa Pampanga solon, kailangan nang i-update ang Government Procurement Reform Act na noong 2003 pa naisabatas, upang ma-streamline o mapabilis ang procurement process at mahinto na ang delay sa pagpapapatupad ng mga programa at proyekto ng pamahalaan.

Maliban dito, madalas ding nasisisi ang procurement issues bilang dahilan ng mababang utilization rate ng pondo ng mga ahensya.

Ayon sa mambabatas na isa ring civil engineer, maaaring maibaba sa 27 araw ang procurement process kung sisimulan ang “first day” oras na mailathala ang invitation to bid hanggang sa notice of award at notice to proceed na gagawing one-time posting na lang din.

Ipinapanukala rin ni Gonzales na alisin na ang post-qualification.

“This could be done by doing away with post-qualification as it is a duality to the requirement of pre-qualification. The delay in post-qualification is usually due to the agency’s lack of manpower, distance of the location of the project and limited expertise of the contractor,” ani Gonzales.

Maliban dito ay itinutulak din ng kongresista ang pagkakaroon ng permanenteng bids and awards committee sa halip na isang ad hoc na ang mga miyembro ay mayroong iba’t ibang ginagawa na nakakadagdag sa delay.

Pinasasama rin ni SDS Gonzales ang ilang probisyon ng Presidential Decree 1870, na nagbibigay ng karapatan sa gobyerno na i-take over ang delayed infrastructure projects at PD 1795 na nagpaparusa sa mga kontraktor na lumabag sa kontrata na hindi nakapaloob sa kasalukuyang procurement law.
