Pinaaaral ni Pangulong Ferdinand R. Marcos Jr. sa Department of Agriculture (DA) ang proposal kaugnay sa pagse-set up ng silos o rice at corn stations modules gamit ang mother-daughter o Hub and Spoke system.
Sa pulong kasama ang Private Sector Advisory Council (PSAC) on agriculture sa Malacañan, sinabi ng Pangulo na ginagamit na rin ng ibang bansa ang programang ito, at matagumpay naman nitong natitiyak ang buffer stock ng bigas at iba pang produced.
“We should really look into it because it’s a successful program,” ayon sa Pangulong Marcos.
Ilan sa mga bansang ito ang China, the United States, at India.
Sa ilalim ng proposal, ang 30 mother stations ay itatayo sa iba’t ibang lugar sa bansa.
Bawat mother station ay magkakaroon ng 10 daughter station modules na itatayo sa loob ng 30-kilometer radius, mula sa main station.
Ang mga station na ito ang magsisilbing storage para sa buffer stock ng bigas at mais sa loob ng 30 araw.
Ayon sa PSAC, iko-complement ng programang ito ang Food Security Infrastructure Modernization Plan ng Marcos administration, upang matiyak ang sapat na stock at stable na presyo ng palay at mais.
Inirekomenda rin ang paggagawad ng long-term permit na 25 taon, o ang Fishpond Lease Agreement (FLAs), para naman sa aquaculture operations sa dams.
“Development of a national policy that will guide and encourage local government units to provide long term permits on exclusive areas for aquaculture operators for at least 10 years for new developments and five to seven years for existing farming areas; and, the issuance of clear policy as regards delineation areas for commercial fishing,” ayon naman kay Presidential Communications Office (PCO) Secretary Cheloy Garafil.
