EO 32, para sa streamlining o pagpapabilis at pagpapadali sa proseso ng pagbi-bigay ng permit sa konstruksyon ng telco at internet infrastructure sa bansa, ibinaba ng Malacañang

Ipinagutos ni Pangulong Ferdinand R. Marcos Jr. ang mas mabilis na proseso sa paglalabas ng permit para sa konstruksyon ng mga telco at internet infrastructure sa bansa.

Sa ilalim ng Executive Order no. 32, dapat na bumuo ng isang pinadaling set of guidelines para sa paglalabas ng permit o mga dokumento para dito.

“The EO stressed the need to institutionalize a set of streamlined guidelines for the issuance of permits, licenses, and certificates for the construction of telecommunications and Internet infrastructures to ensure the continuous development of the country’s digital infrastructure.” —Secretary Garafil.

Sakop ng kautusan ang lahat ng national government agencies (NGAs) at instrumentalities, kabilang ang government-owned o controlled corporations, maging ang local government units (LGUs) na involved issuances ng permits, lisensya, clearances, certifications, at authorizations.

“Subject to existing laws, rules and regulations, all covered government agencies and LGUs are enjoined to implement zero backlog policy in all applications for permits and clearances covered by EO 32, which also required them to comply with the annual submission of list of pending applications and compliance to the Anti-Red Tape Authority (ARTA).” —Secretary Garafil.

Gayunpaman, exempted naman dito ang building permits na inilalabas ng Office of the Building Official; Height Clearance Permit mula sa Civil Aviation Authority of the Philippines (CAAP), homeowners associations at iba pang community clearances, maging ang clearances mula sa ibang tanggapan ng pamahalaan, at iba pang requirement na minamandato ng Constitution.

Inaatasan rin ng EO ang lahat ng lungsod at munisipidad na mag set up ng one-stop shop para sa construction permits, na magbibigay ng frontline services sa mga aplikante, na naglalakad ng building permits at iba pang related certificates.

Sa ilalim ng EO, magkakaroon ng Technical Working Group (TWG) on Telecommunications and Internet Infrastructure na magsisilbing oversight body, na siyang titiyak sa epektibong implementasyon ng kautusan.
