Pangangasiwaan ito ng National Economic and Development Authority (NEDA) Director General bilang chairperson, Department of Trade and Industry (DTI) at Finance Secretaries bilang vice-chairs.

Kasama rin sa konseho ang kalihim ng Department of Agriculture, Department of Budget and Mangement, Department of Education, Department of Information and Communications Technology, Department of Labor and Employment, Department of Public Works and Highways, Department of Science and Technology, Tourism, Technical Education and Skills Development Authority, Commission on Higher Education, at private sector representatives.
