Ad Hoc Committee Chair Salceda, tinatanggap ang mga pagbabago sa MUP Pension Reform bill na nais ni DND Sec. Teodoro

Tinanggap na ni House Ways and Means Chair Joey Salceda ang proposal ni Defense Secretary Gilbert Teodoro kaugnay sa inaprubahang substitute bill sa Military and Uniformed Personnel Pension Reform.

Bahagi aniya nito ang pagpapanatili sa 100% indexation at transitioned contribution scheme.

Sa naunang substitute bill, 50% ang ipinapanukalang indexation.

Hindi na rin magkakaroon ng contribution ang mga active personnel at sa halip ay mga new entrants na lang.

Magkakaroon sila ng 9% contribution at 12% naman ang sasagutin ng pamahalaan.

Dahil naman dito, mula ₱2.2-trillion na actuarial reserve deficiency ay madaragdagan ito ng ₱1.2-trillion o aakyat na sa ₱3.4-trillion.

“As Chair of the Ad Hoc Committee, I would like to assure the Secretary that his requests are acceptable. We will adopt the Teodoro proposal of indexation for all retired and retireables and a transitioned contribution scheme. My job is to get a bill that will work fiscally, but is also acceptable to all stakeholders. So, of course, if Secretary Teodoro has major concerns, part of my job is to accommodate. Not without DOF concerns, of course, but that’s for them to settle in the Cabinet,” ani Salceda.

Pero kailangan pa rin aniya malinawan kung ang mga MUP na may 20 years of service o higit pa ay hindi na pagbabayarin ng kontribusyon o sila ay bibigyan ng mas mababang indexation.

“I would also like to remind all stakeholders that the aim of fiscal sustainability is to ensure that the pension system is substantially preserved in a way that can still be guaranteed by the State. In other words, a reform that is not too expensive, but also not too disruptive,” dagdag pa ng kinatawan.

Aminado naman si Salceda na posibleng magkaroon ng alinlangan ang DOF at economic managers sa proposal na ito ni Teodoro ngunit kaniya na aniyang ipapaubaya sa ehekutibo na plantsahin ito.

“There could be some pushback from the DOF and the economic managers on the Teodoro proposal. So, we hope that within the executive, they will sort their position out,” saad ng kongresista.

Dahil naman aprubado na ang substitute bill sa komite, ipapasok na lang ang naturang amyenda kapag tinalakay na ito sa plenaryo. | ulat ni Kathleen Jean Forbes
