Negros solons, tutol sa panukala na luwagan ang pag-aangkat ng asukal

Naghain ng resolusyon ang mga kongresista mula Negros upang tutulan ang panukala na luwagan ang pag-angkat ng asukal para mapataas ang buwis na ipinapataw sa naturang produkto.

Sa ilalim ng House Resoution 1199, ipinunto ng mga mambabatas na ang hakbang na ito ay magdudulot lamang ng negatibo epekto sa lokal na industriya ng asukal lalo at nananatili pa rin ang banta ng El Niño sa kanilang pananim.

“Sugar production this year is projected to decrease due to El Niño and our limited milling capacity. But instead of helping our sugar producers, flooding our market with imported sugar will kill our domestic sugar industry,” saad ni Negros Occidental 3r District Representative Jose Francisco ‘Kiko’ Benitez, isa sa may akda ng resolusyon.

Sa ilalim ng Tax Reform for Acceleration and Inclusion (TRAIN) Law, pinapatawan ng ₱6 kada litro ang sweetened beverage na ginagamitan ng purely caloric at non-caloric sweetener o kombinasyon nito, at ₱12 buwis naman sa bawat litro ng sweetened beverage na ginagamitan ng high fructose corn syrup.

Bahagi ng kita sa TRAIN Law ay dapat gamitin sa pagpapalakas ng industriya ng asukal sa bansa.

Pero diin ng mga kinatawan, mula 2018 hanggang 2023 ay ₱3.92-bilyon lamang ang inilaan sa Sugarcane Industry Development Act (SIDA) kahit na 52% ng kabuuang ₱336.1-bilyon ng Excise Tax ay nakolekta sa sweetened beverage.

Malayo sa nakasaad batas na taunang ₱2-billion na alokasyon para mapalakas ang sugar industry.

“Instead of remedying this injustice, the DOF proposes to liberalize sugar importation that will further compound the ills of the domestic sugar industry,” sabi sa resolusyon.
