Panukala tungkol sa automatic classification ng mga lokal na pamahalaan, apubado na sa Senado

Pasado na sa ikatlo at huling pagbasa ng Senado ang panukalang batas tungkol sa automatic income classification ng mga lokal na pamahalaan, na isa sa mga priority bills ng administrasyon.

Sa botong 22 na senador ang pabor, 2 tutol at walang abstention, aprubado na sa Mataas na Kapulungan ang Senate Bill 2165.

Bumoto ng tutol sa panukala sina Senate Minority Leader Koko Pimentel at Senadora Risa Hontiveros.

Sa ilalim ng panukala, ang mga probinsya, lungsod at munisipalidad ay igru-grupo sa anim na income classes batay sa kanilang financial capability.

Nakasaad rin dito ang pagsasaayos ng klasipikasyon ng mga LGU kada tatlong taon para maisabay sa termino ng mga lokal na opisyal; pagtatakda ng income threshold para sa mga probinsya, siyudad at munisipalidad; pagbibigay kapangyarihan sa finance secretary na i-classify ang mga LGU at repasuhin ang kanilang income range; at pagtitiyak na walang opisyal o empleyado ng LGU ang makakaranas ng pagbaba ng sweldo at benepisyo sa magiging unang income reclassification.

Una nang ipinaliwanag ni Senate Committee on Local Government Chairman Senador JV Ejercito, ang income classification ay hindi lang nagtatakda ng financial capability ng mga LGU na magpatupad ng mga programa, kundi may epekto rin ito sa sweldo ng mga tauhan ng lokal na pamahalaan, administrative aids, financial grants at iba pang ayuda sa  lokal na pamahalaan. | ulat ni Nimfa Mae Asuncion
