Bukas si Albay Rep. Edcel Lagman sa pagtalakay sa pederalismo at charter change.
Magkagayunman, naniniwala ang independent minority solon na hindi ito ang tamang panahon para isulong ang pederalismo.
Matatandaan na sa isang talumpati, sinabi ni Pang. Ferdinand R. Marcos Jr. na kailangan ang pederlasimo upang mabigyang pagkakataon ang mga rehiyon sa bansa na umunlad.
Punto ni Lagman, mahirap pa itong maisakatuparan lalo apat na rehiyon pa lang ang may kakayanang mag-operate ng federal system—ang Metro Manila, Central Luzon, Southern Luzon at Metro Cebu.
“I am open to discuss federalism, which needs charter change, but the time for its adoption has not come considering the various adverse economic factors that currently pummel the economy. Moreover, only four regions presently have the capacity to operate in a federal system, namely: Metro Manila, Central Luzon, Southern Luzon, and Metro Cebu.” paliwanag ni Lagman.
Dagdag pa nito dapat ay unahin muna ang tamang implementasyon ng Garcia-Mandanas Supreme Court na nagbibigay sa mga LGU ng karampatang bahagi ng customs and tariff revenues.
Dahil kasi aniya sa Executive Order No. 138 ni dating Pang. Rodrigo Duterte, inilipat na sa mga LGU ang pagpapatupad ng ilang mga programa gaya ng irigasyon at school buildings na hindi kakayanin ng LGU kahit may dagdag nang pondo.
Bagamat ipinahinto pansamantala ni PBBM ang naturang kautusan mas mainam aniya na i-repeal o ibasura na lang ito at hayaan ang LGU na magdesisyon kung paano gugugulin ang kanilang pondo.
