Itatatag ang isang Inter-Agency Council for Jobs and Investments na bubuuin ng Department of Trade and Industry, Department of Labor and Employment, Technical Education and Skills Development Authority, Department of Migrant Workers, Department of Budget and Management, Department of Finance, National Economic and Development Authority, at isang kinatawan mula sa management at labor organization.
