Ito ay matapos maglabas ng komunikasyon ang pamunuan ng National Power Corporation (NAPOCOR) sa nabanggit na bayan na hindi na sapat ang kasalukuyang suplay ng fuel sa planta upang mapanatili pa ang 16 hours na operasyon.

Upang maiwasan ang total blackout ay binawasan na lamang ang power operation mula 16 hours ay 8 hours na lamang o mula 2:00 ng hapon hanggang 10:00 ng gabi.
