Siniguro ng Department of Social Welfare and Development (DSWD) na walang pipiliin at magiging ingklusibo ang listahan ng small rice retailers na makikinabang sa ayuda sa ilalim ng Sustainable Livelihood Program (SLP).
Alinsunod na rin ito sa direktiba ni Pangulong Ferdinand R. Marcos Jr.
Sa pulong ni DSWD Sec. Rex Gatchalian sa ilang opisyal ng Department of Trade and Industry (DTI), napagkasunduang kasama sa makakatanggap ng P15,000 cash aid ang mga rice retailer sa mga wet market, public market at iba pang lugar na pinagbibilhan ng publiko maliban sa supermarkets at convenience store.
Habang ang mga sari-sari stores na nasa labas ng palengke ay eligible rin sa P5,000 SLP subsidy.
“Unlicensed rice retailers and sari-sari store owners selling rice are also included in the SLP payout which is in line with the President’s directive that the list of beneficiaries should be inclusive,” Secretary Gatchalian.
Batay sa guidelines ng DTI, kabilang sa kondisyon ng one-time assistance ay dapat na ang mga retailer at sari-sari store ay may lisensya mula sa Business Permits and Licensing Office (BPLO) at nagbebenta ng P41 kada kilo na regular milled rice at P45 kada kilong well-milled rice sa surveillance at monitoring ng DTI.
Dapat ding rehistrado ang mga retailer sa DTI bilang sole proprietors at retailers at maging sa Securities and Exchange Commission (SEC).
May ayuda rin maging ang mga unlicensed retailers at sari-sari stores sa kondisyong nag-aalok sila ng P41 at P45 kada kilo ng bigas sa monitoring ng DTI.
“Any rice retailer who meets the above criteria but is found to have violated EO 39 during the surveillance or monitoring activity by the concerned DTI office must submit additional proof of actual sale of RMR and WMR rice within the mandated price ceiling for a period of 7 days from the date of commission of the violation.,” nakasaad sa DTI guideline.
Kaugnay nito, itinalaga sa DTI Fair Trade Enforcement Bureau (DTI-FTEB) ang pagsasapinal ng listahan para sa rice retailers sa NCR habang ang DTI Regional Operations Group (DTI-ROG) naman ang mag-aasikaso sa listahan ng mga retailer sa labas ng Metro Manila.
Ang DTI Bureau of Small and Medium Enterprise Development (DTI-BSMED) naman ang mangunguna sa paghahanda ng listahan para sa mga kwalipikadong sari-sari store recipients. | ulat ni Merry Ann Bastasa
