Hinimok ni Albay Representative Edcel Lagman ang mga rice retailer na magsumite sa Department of Agriculture (DA) at Department of Trade and Industry (DTI) ng sworn affidavit kung saan nakasaad ang kanilang imbentaryo ng bigas at sa kung magkanong halaga nila ito nabili mula sa mga trader.

Sa paraan aniyang ito mas madaling matutugunan ng pamahalaan ang kanilang hinaing na pagkalugi matapos ipatupad ang price ceiling sa bigas.

Ilan kasi sa mga retailer ang umalma na mas mataas na halaga nila nakuha ang kanilang bigas kumpara sa price cap na ₱41 at ₱45 para sa regular at well milled rice.

Mungkahi pa ni Lagman, bilhin ng National Food Authority (NFA) ang bigas ng mga compliant retailers sa halaga na mas magtaas sa kanilang pagbili.

Matapos nito ay ibebenta sa publiko salig sa regulated price.
