Kumpiyansa si MUP Pension Reform Ad Hoc Committee Chair Joey Salceda na bago matapos ang taon ay maipapadala na sa lamesa ng Pangulo ang panukalang ayusin ang pension system ng Military at Uniformed Personnel (MUP).
Ito’y matapos aprubahan ng Kamara sa ikalawang pagbasa ang MUP Pension Reform Bill.
“I am confident that this time, with the President’s strong support and a consensus among the MUP, this reform will find its way to the President;s desk, hopefully before the year ends,” saad ng panel chair.
Ani Salceda, tapos na ang trabaho ng Mababang Kapulungan ng Kongreso sa MUP pension at nasa Senado na ngayon ang bola.
Positibo naman ito na mabilis itong uusad sa Mataas na Kapulungan matapos tiyakin ni Senador Jinggoy Estrada ang suporta sa panukala—bagay aniya na wala noong nakaraang Kongreso.
Napagbigyan na rin aniya nila ang hiling ni Defense Secretary Gilbert Teodoro na mapanatili ang 100% indexation at alisin ang mandatory contribution maliban na lang sa new entrants.
“There is no longer any debate between the MUP agencies and the economic managers that we need this reform. There is also no debate that the military and uniformed personnel deserve some degree of retirement protection from the state they protect. This consensus bill hurdled the House because it is fiscally, politically, and morally acceptable,” ani Salceda.
Magkagayonman, sa plenary deliberation, sinabi ni Finance Secretary Benjamin Diokno na sa pamamagitan ng sponsor ng budget na si Representative Horacio Suansing, nananatili ang kaniyang posisyon na alisin ang indexation at singilin ng kontribusyon ang active MUP.
Kung maisabatas, mula sa ₱14-trillion pesos na unfunded liability ng MUP Pension System ay maibababa na ito sa ₱3.4-trillion pesos. | ulat ni Kathleen Jean Forbes
