Pormal nang isinalang sa deliberasyon sa plenaryo ang House Bill 8980 o 2024 General Appropriations Bill.
Sa sponsorship speech ni House Appropriations Committee Chair Elizaldy Co, binigyang diin nito na ang panukalang pambansang pondo ay mahalagang kasangkapan upang maisakatuparan ang pangangailangan ng taumbayan at maisulong ang kinabukasan ng Pilipinas.
Naka-angkla aniya ito sa Agenda for Prosperity ng Marcos Jr. administration at nakatuon sa pagpapatuloy ng post-pandemic recovery.
Tatlong legasiya din ang bibigyang prayoridad ng 2024 GAB.
Ito ang Legacy Specialty Hospital kung saan popondohan ang legacy specialty hospitals upang mailapit sa publiko ang tama at dekalidad na serbisyong medikal; Legacy Housing For the Poor, kung saan popondohan ang flagship project ng Marcos Jr. administration na anim na milyong murang pabahay para sa mga Pilipino; at ang Legacy Food self-sufficiency para buhusan ng pondo ang irigasyon at agrikultura

It determines how public funds will be allocated to address the needs and aspirations of our citizens. Binigyang diin naman ni Appropriations Senior Vice Chair Stella Quimbo na kailangan ng patas na pagkonsidera sa pagpopondo ng mga programa.
Aniya, hindi dahil sa binigyan ng mas malaking pondo ang DPWH kaysa sa Department of Agriculture ay nasa mahalaga na ang kalsada kaysa sa pagkain.
Kailangan din aniya nila timbangin ang ‘dagdag-bawas’ sa mga pondo ng ahensya kung saan may mga ahensyang babawasan ng pondo para mailipat sa mga programa na higit na kailangan.
“Third, we are deficit spending. Our revenues are not sufficient to fund our expenditures. Our fiscal space is limited. Every sector has more needs than what the t government can presently fund. So in the end, we must prioritize. We must prioritize to address the pressing needs of today, and to chart the path towards a greater future. This is the importance of the macroeconomic assumptions we adopt for the 2024 national budget” ani Quimbo.
