Idineklara na ni Pangulong Ferdinand R. Marcos Jr. na Special Non-Working Day sa buong bansa ang October 30, 2023.

Ito ay upang mabigyang pagkakataon ang lahat ng mga Pilipinong botante na makaboto kaugnay ng nakatakdang Barangay at Sangguniang Kabataan (SK) Elections.

Ang deklarasyong Walang Pasok sa October 30 ay ginawa sa pamamagitan ng paglalabas ng Proclamation No. 359 na nilagdaan ni Executive Secretary Lucas Bersamin kamakalawa, October 9.

Binigyang-diin ni Pangulong Marcos na mahalagang magamit ng mga botanteng Pilipino ang kanilang karapatan sa paghahalal ng mga manunungkulan sa bayan.

Ang nakatakdang Barangay at SK Elections ay itinakda sa nasabing petsa kasunod ng pahintulot na ipinagkaloob ng Korte Suprema sa Commission on Elections (COMELEC) na isakatuparan na ang halalan base na din sa itinatakda ng Republic Act No. 11935. | ulat ni Alvin Baltazar
