COA, naisumite na sa Senado ang special audit report nito tungkol sa transaksyon ng DOH at PS-DBM sa Pharmally

Ipinasa na ng Commission on Audit (COA) sa Senado noong September 19 ang special audit report nito patungkol sa di umano’y maanomalyang transaksyon ng Department of Health (DOH) at ng Department of Budget and Management- Procurement Service (PS-DBM) sa Pharmally Pharmaceutical Corporation.

Ito ay kaugnay ng pagbili ng gobyerno ng mga personal protective equipment (PPEs) ng gobyerno sa naaturang kumpanya noong kasagsagan ng COVID-19 pandemic.

Sa naging plenary deliberation ng panukalang 2024 budget ng COA, ibinahagi ng nagdepensa sa kanilang budget na si Senador Sonny Angara ang ilan sa mga nilalaman ng 9 books na report ng COA tungkol sa naturang isyu.

Kabilang sa findings ng COA ang hindi pagpapatupad noon ng DOH ng administrative control para matiyak ang pagiging available ng PPEs at medical supplies; pagkabigo ng ahensya na makipag-ugnayan sa PS-DBM tungkol sa pagiging napapanahon na procurement at schedule ng deliveries; at ang hindi pagmo-monitor ng DOH sa liquidation ng fund transfer sa PS-DBM.

Sa panig ng PS-DBM, natuklasan na nabigo o hindi ito naging consistent sa pagkakaroon ng preliminary price scanning at market survey; hindi nagkaroon ng negosasyon sa iba pang kumpanya na nag-alok na magsuplay rin sa gobyerno; at hindi rin nabigyan ng konsiderasyon ang warehouse para sa medical supplies. | ulat ni Nimfa Asuncion
