Aprubado na ng House Committee on Justice ang House Bill 9194 o Digital Prison Record System Act.
Pangunahin itong iniakda ni Senior Deputy Majority Leader at Ilocos Norte Rep. Sandro Marcos na magmamandato sa Bureau of Correction (BuCor) at Bureau of Jail Management at Penology (BJMP) na bumuo ng isang “Digital Prison Records System” mula sa kanilang paper-based documents.
Sa paraang ito ay inaasahan na mapapabilis ang judicial process, transparency sa detention at correctional facilities at ayusin ang pamamahala sa mga pending cases.
Bukas naman si PINUNO Party-list Rep. Ivan Howard Guintu, isa pa sa may akda ng panukala na gumamit ng blockchain technology para masiguro ang seguridad ng record system salig sa mungkahi ni DICT Undersecretary David Almirol Jr.
Ibig sabihin, magkakaroon ng kaniya-kaniyang administrator ang mga sakop na ahensya at bibigyan sila ng access sa naturang record system ngunit kailangan ng authorization ng lahat ng administrator kung magsasagawa ng pagbabago.
“The only way to make this really work is through a decentralized responsibility but through blockchain technology. So, meaning each system can be governed and administered by each agency individually. But they cannot alter anything without the authorization of everyone,” ani Almirol.
“The features of the bill suggest that each particular agency, whether BuCor, BJMP, will have their own individual administrators, and they cannot alter each other’s records. So, with the suggestion of Usec. Almirol, we will take that into consideration also of that possible use of blockchain technology,” sagot naman ni Guintu. | ulat ni Kathleen Jean Forbes
