Pagtatalaga ng Archipelagic Sea Lanes, lusot na sa ikalawang pagbasa sa Kamara

Sa pamamagitan ng viva voce voting ay ipinagtibay ng Kamara sa second reading ang House Bill 9034 o Philippine Archipelagic Sea Lanes Act.

Sa ilalim ng panukala, maglalatag ng sistema ng Archipelagic Sea Lanes kung saan pagdurugtungin ang coordinates ng:

Sea Lane 1- Philippine Sea-Balintang Channel-West Philippine Sea.

Sea Lane 2- Celebes Sea-Sibutu Passage-Sulu Sea-Cuyo East Pass-Mindoro Strait-West Philippine Sea.

Sea Lane 3- Celebes Sea-Basilan Strait-Sulu Sea-Nasubata S=Channel-Balabac Strait-West Philippine Sea.

Itatakda rin nito ang panuntunan sa pagdaan ng mga dayuhang sasakyang pandagat at panghipapawid.

Kabilang dito ang pagbabawal sa paggamit ng dahas o pagbabanta sa soberanya, integridad ng teritoryo o kalayaan ng Pilipinas gayundin ay labagin ang mga panuntunang inilatag ng United Nation.

Bawal din ang pangingisda, maritime bioprospecting, o pagsasaliksik sa marine resources ng bansa gayundin ang pagtatapon ng dumi sa marine environment.

Pagbibigay-diin ni House Committee on Foreign Affairs Chair Maria Rachel Arenas, sponsor ng panukala, magsisilbi itong sandata ng Pilipinas laban sa mga bansang hinahamon ang ating soberanya.

“This bill will serve as our shield against nations challenging our sovereignty and reflect our commitment to fortifying the essence of our national interest. Its enactment is crucial in completing the Philippine Archipelagic House and solidifying the integrity of our country’s maritime domain,” pahayag ni Arenas sa kaniyang sponsorship speech.

Maliban dito, magsisilbi rin itong proteksyon sa ating mga yamang-dagat at marine biodiversity.

“The failure to designate ASLs not only endangers our national security but strikes at the heart of our marine biodiversity -a heritage passed down through generations. Non-designation of ASLs leaves our marine protected areas exposed and vulnerable. The unbridled passage of foreign vessels into Philippine waters poses a significant threat to the integrity of our precious coral reefs and the diverse marine life within the archipelago. Preserving our marine biodiversity, therefore, is a critical imperative,” dagdag pa ni Arenas.
