Resolusyon sa imbestigasyon ng International Criminal Court, ‘di prayoridad ng Kamara

Binigyang diin ni House Majority Leader Manuel Jose ‘Mannix’ Dalipe na walang atas ang liderato ng Kamara na gawing prayoridad ang mga resolusyon na nananawagan para sa kooperasyon ng mga ahensya ng gobyerno sa imbestigasyon na ginagawa ng International Criminal Court (ICC).

Ayon kay Dalipe, ang House Resolution 1477 ay tinatrato na parang isang ordinaryong panukala na dumadaan sa normal na proseso ng lehislasyon.

Kung may nais man aniyang panukala ang House Speaker na tutukan ay kakausapin nito ang Committee on Rules, bagay na hindi nangyari sa resolusyon patungkol sa ICC

“As Chair of the Committee on Rules, I know for a fact that there is no instruction from the Office of the Speaker that requires us to give special attention to the House Resolution seeking our cooperation with the ICC. This will be treated like all other House Resolutions, but we have to respect the autonomy of the legislative process and the necessity for adherence to established procedures,” ani Dalipe

Sabi pa ni Dalipe, na kinikilala ng Kamara ang magkakaibang opinyon ng mga miyembro nito at hinihikayat ang may pagrespetong palitan ng mga ideya.

Kinikilala din aniya nila ang demokratiko aniya na nagiging daan para sa isang constructive na debate na siyang sandigan ng demokrasya.
