Nanindigan ang Department of Social Welfare and Development (DSWD) na mahigpit nitong ipinatutupad ang guidelines sa Assistance to Individuals in Crisis Situation (AICS) program.
Ipinunto ito ni DSWD Undersecretary for Legislative Liaison and Coordination Group Fatima Aliah Dimaporo sa ginanap na pagdinig sa Senado kaugnay ng umanoy ‘ayuda’ scam.
“DSWD personnel practice strict adherence to the guidelines and regulation in the implementation of financial assistance program, cash counted in front of the beneficiary. It is ensured that the amount they receive matches the signed payroll,” sabi ni Usec. Dimaporo.
Ang pagdinig ay ipinatawag ng Senate Committee on Public Order and Dangerous Drugs upang imbestigahan ang umanoy iligal na pagbibigay ng cash aid sa Davao de Oro at Davao del Norte.
Dito, iginiit ni Usec. Dimaporo na walang kinalaman ang ahensya sa umanoy pamimigay ng cash aid sa mga beneficiaries nito.
Paliwanag nito, ang papel lamang ng DSWD personnel sa payout activities ay ang pagbigay ng financial assistance sa mga qualified beneficiaries nito na kumpleto sa requirements na hinihingi ng ahensya.
“Allegations of assistance being taken away from the beneficiaries including the discretion of the beneficiaries in using the received cash assistance, it falls beyond DSWD purview,” paglilinaw ng opisyal.
