Welcome para kay OFW party-list Rep. Marissa “Del Mar” Magsino ang ipinataw na moratorium ng Department of Migrant Workers (DMW) sa pagpapadala ng seasonal workers sa South Korea.
Matatandaan na una nang naghain ng resolusyon si Magsino para paimbestigahan ang ‘LGU-to-LGU’ agreement para sa recruitment at deployment ng seasonal workers sa naturang bansa.
Ipinunto ng mambabatas na dahil sa hindi kasama sa screening ang DMW at DFA ay mas nalalantad ang mga OFW na pumapasok sa naturang programa sa pang-aabuso at hindi patas na labor practices.
“…since the program stems mainly from LGU-to-LGU agreements, the implementation system does not go through the stringent screening of DMW. Furthermore, while the Department of Foreign Affairs (DFA) and DMW have confirmed their knowledge of the existence of the seasonal workers program, and while Department of Interior and Local Government (DILG) has reported the participation of forty six (46) Philippine LGUs in the program, there is no issued guidelines by any of the agencies concerned to govern the deployment of Filipino seasonal workers, nor any clear-cut delineation of functions and responsibilities among them, which are critical to preclude and address abuses committed against the Filipino workers.” diin ni Magsino.
Naniniwala si Magsino na ang pagpapahinto sa pagpapadala ng seasonal workers ay magbibigay daan para makapaglatag ang DMW, DFA at DILG ng masmaayos na mekanismo ng programa upang masiguro ang kaligtasan at kapakanan ng mga OFW. | ulat ni Kathleen Jean Forbes
