Ayon sa kalihim, si Salonga ay nagtapos sa Ateneo de Manila University noong taong 1999, sa kursong Economics.
Una na rin itong nagsilbi sa Anti-Illegal Drugs Special Operations Task Force ng Philippine National Police (PNP).
Naglingkod na rin sa ilalim ng National Power Corp., Land Bank of the Philippines (LBP), Office of the Executive Secretary, at maging sa PNOC-Renewable Corp.
