Naghain si Senador Robin Padilla ng isang resolusyon na layong linawin ang magkahiwalay na pagboto ng Senado at Kamara sa pag-amyenda ng saligang batas ng Pilipinas.
Sa Resolution of Both Houses No. 7 ni Padilla, aamyendahan ang Section 1 ng Article XVII (Amendments or Revisions) sa Saligang Batas para sa hiwalay na pagboto.
Paliwanag ng senador, kinakailangang linawin ang magkahiwalay na pagboto ng dalawang kapulungan ng Kongreso para maging consistent sa intensyon ng mga framers ng konstitusyon na magkaroon ang bansa ng bicameral legislature.
Ito rin aniya ay para wala nang maging puwang ang iba pang interpretasyon sa paraan ng pagboto.
Sa RBH 7, lilinawin ang pagkakaroon ng three-fourths vote ng dalawang kapulungan sa isang joint session o constitutional convention, nang bumoboto ng magkahiwalay, para maamyendahan ang konstitusyon.
Iginiit ni Padilla na kailangan munang resolbahin ang isyu ng pagboto ng hiwalay o magkasama ng dalawang kapulungan ng Kongreso bago talakayin ang ibang aspeto ng pag amyenda ng saligang batas. | ulat ni Nimfa Asuncion
