House tax chief, ikinalugod ang closure order ng DTI laban sa FLAVA

Welcome para kay Albay Rep. Joey Salceda, chair ng Ways and Means Committee ng Kamara ang desisyon ng Department of Trade and Industry (DTI) sa suspindihin ng operasyon ng e-cigarette brand na FLAVA kasunod ng serye ng raid kung saan nasabat ang milyong halaga ng smuggled nilang produkto.

Sabi ni Salceda tinatayang hindi bababa sa P9.3 billion ang halaga ng produktong ipinuslit at hindi binayarang buwis ng Flava.

Dahil naman sa marami pa ring nakikitang Flava sa merkado, naniniwala ang mambabatas na marami pang dapat kumpiskahin.

Kaya hinimok nito ang Bureau of Customs (BoC) na patuloy na magsagawa ng raid sa mga warehouse.

Sabi ni Salceda na sa paglipana ng e-cigarette na hindi nagbabayad ng tamang excise tax ay bumaba ang koleksyon ng gobyerno sa P142 billion ngayong 2023 mula sa P176 billion noong 2021.

“And the decline will continue as more people shift from the taxed cigarettes to the untaxed. Make no mistake, that’s a threat to everyone, because Universal Health Care derives funding from tobacco excise taxes,” babala ni Salceda.

Nais naman ng House tax chief na alisin na ang pagkakaiba sa freebase at nicotine salt dahil inaabuso ang rate ng buwis dito gaya ng ginagawa ng Flava.

Ang freebase kasi ay may tax na P60 kada 10ml pod habang P520 ang para sa salt nicotine.

“Policy-wise, I want to eliminate the distinctions between freebase and nicotine salt, because the differential in rates has also been abused. For a 10mL pod, the tax on free base is P60, but P520 for salt nic. FLAVA has been labeling its goods as freebase, when independent testing finds it appears to be nicotine salt,” giit ng mambabatas.| ulat ni Kathleen Forbes
