Dagdag na mga Bahay Pag-asa sa buong bansa, itinutulak sa Kamara

Isang panukalang batas ang inihain sa Kamara na naglalayong magtatag ng pasilidad sa kada probinsya sa buong bansa para sa mga minor offender o Children in Conflict with the Law.

Sa ilalim ng House Bill 10276 na inihain ni Deputy Majority Leader Erwin Tulfo, kasama sina ACT-CIS Party-list na sina Representatives Edvic Yap at Jocelyn Tulfo; Benguet Representative Eric Yap at Quezon City 2nd District Representative Ralph Wendel Tulfo, tinukoy na bagaman may ilang ‘Bahay Pag-asa’ ang naitayo na, ay kulang pa rin ang mga pasilidad o kanlungan ng mga batang nagkasala sa batas.

Ayon kay Tulfo, dating kalihim ng Department of Social Welfare and Development (DSWD), walang sapat na pasilidad ang ahensya para sa mga menor de edad na lumalabag sa batas.

Kaya ang nangyayari ay nagkakasama pa sa shelters ang biktima at ang minor offender.

Sakaling maisabatas bukod sa mga kasalukuyang ‘Bahay Pag-asa’ ay magdaragdag ng isa pang ‘Bahay Pag-asa’ sa bawat probinsya at highly urbanized city.

Ang DSWD at ng nakakasakop na LGU naman ang mangangasiwa dito.

“We have to address the problem immediately, we need a facility where juveniles can spend time in formal education or vocational training, values formation, household work, and sports activities as they serve their time, yet their loved ones can visit them during the weekends… It is imperative to establish additional ‘Bahay Pag-asa’ to ensure that the best interests of children in conflict with the law are met,” giit ni Tulfo.  | ulat ni Kathleen Jean Forbes
