Tahasang sinabi ni dating Health Secretary Francisco Duque III na si dating Pangulong Rodrigo Duterte ang nagbigay direktiba sa kontrobersyal na paglilipat ng ₱47.6-bilyong halaga ng pondo pambili ng COVID-19 supplies mula Department of Health (DOH) patungo sa Procurement Service ng Department of Budget and Management (PS-DBM) noong 2020.
Sa oversight hearing ng House Committee on Appropriations, inusisa ni ACT Teachers Party-list Representative France Castro si Duque kung paano nangyari ang paglilipat ng pondo.
Tugon ni Duque, iniutos ito ng dating Pangulo sa isa sa kanilang mga pulong o sa Talk to the People.
Inusisa rin ni Deputy Majority Leader at Iloilo 1st District Representative Janette Garin si Duque kaugnay naman sa opisyal na dokumento o komunikasyon para sa fund transfer.
Kung nabanggit man kasi aniya ito ng dating Pangulo, ay dapat na mayroon itong official notice o instruction.
Giit dito ni Duque, sakop ito ng kaniyang kapangyarihan bilang Health secretary at tumalima lang siya sa rekomendasyon ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) at sumunod sa proseso ng PS-DBM.
Matatandaan na pinasasampahan na ng Office of the Ombudsman ng kasong graft si Duque at dating DBM Undersecretary Christopher Lao dahil sa iregular na paglilipat ng pondo ng DOH sa PS-DBM para pambili ng mga kagamitan pantugon sa COVID-19.
