Magbubukas ng bagong yugto sa transparency ng public procurement ang bagong lagda na RA 12009 o New Government Procurement Reform Act.
Ayon kay Speaker Martin Romualdez, mapapalakas nito ang integridad at accountability ng government procurement process sa pamamagitan ng pagsusulong ng transparency, competitiveness, efficiency, proportionality, accountability, public monitoring, procurement professionalization, sustainability, at value for money.
“This legislation ushers in a new era of transparency, integrity, and accountability in our government’s procurement processes. It reflects our unwavering commitment to the Filipino people to ensure that every peso is spent wisely and responsibly…The signing of the revised Government Procurement Reform Act is a landmark achievement in our commitment to uphold good governance and transparency in government transactions,” sabi ni Romualdez.
Ang pagbabagong ito ay magpapadali at gagawing standardize ang procurement process para matiyak na tamang nagagamit ang pondo ng bayan at maiwasan ang korapsyon.
Sakop nito ang procurement o pagbili ng goods, infrastructure projects, consulting services, lokal man o international, sa lahat ng ahensya at tanggapan ng national government, state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), at local government units (LGUs).
Nakapaloob din sa bagong batas ang market scoping, lifecycle assessment, at paggamit ng framework agreements at pooled procurement para sa economies of scale.
Inaatasan din ang pagkakaroon ng video recording at livestreaming ng procurement conferences para sa isang bukas at hayag na transaksyon.
