Sinabi ni Pangulong Ferdinand R. Marcos Jr., kahit taasan ng taasan ang dike at flood protection ay aabutin pa rin ito ng tubig kaya’t ibang diskarte ang nakikita aniya niya na maaaring maging long term solution.

Dapat ayon sa Pangulo ay mai- impound na agad sa taas ang tubig para hindi na makababa sa lupa at makapagdulot ng perwisyo.

Ito aniya ang ginagawa na sa ibang mga bansa, sabi ng Punong Ehekutibo, na kung saan ay nakapuwesto na sa taas ang impounding area.
